Straight answers for visitors: what the law actually says, what things cost, which offers are scams, and the safest way to get what you want without wandering down a beach at midnight.
This is the first thing everyone asks, and the honest answer has some nuance. Mexico's Supreme Court ruled that the blanket prohibition on adult personal use is unconstitutional, and possession of small amounts for personal use has been decriminalised. What has not happened is the rollout of a licensed recreational retail market like the one in Colorado or California.
What that means for you as a visitor, in practical terms:
Adult personal use happens in private spaces. Smoking openly on a public beach, in a street or outside a club draws attention you do not want on holiday.
Airports, border crossings and highway checkpoints are a completely different legal situation. Do not fly with it in either direction. Buy locally, finish locally.
Personal quantities only. Do not walk around with more than you would use yourself, and do not carry it for anyone else.
Your resort's smoking policy still applies and cleaning fees are real. Vapes and edibles avoid the problem entirely.

Priced by dose. The safest choice if you are worried about smell at a resort — just start with half of what you think you need.
